I read the assumptions about declaring war. Well, you at least read the Constitution. War is declared by the President with the consent of the Federation Council. The Duma deals with laws and economic issues. It is clear that today decisions will be made on the distribution of the unplanned budget surplus for the 1st half of the year and, perhaps, something about the nationalization of the property of the departed foreign companies. It may also be possible to consider the issues of exchange rate formation, if we are talking about a completely radical one.
But there will be no talk of any mobilization.
