MOSCOW, June 11 – PRIME. Russian President Vladimir Putin signed a law on criminal liability and possible imprisonment for up to three years for the illegal provision of consumer loans and loans on a large scale for citizens who had previously been brought to administrative responsibility for such an offense, the corresponding document was published on the official Internet portal legal information. The document establishes criminal liability for the provision of consumer loans on a large scale – in the amount of over 2.25 million rubles, including obligations for which are secured by a mortgage, for persons who are not entitled to carry out this activity and were subject to administrative punishment for such an offense, it was said in the explanatory note to the project. In this case, imprisonment for up to three years is possible. For such a crime, a fine is also provided in the amount of 300 thousand to 1 million rubles, or in the amount of the wages or other income of the convicted person for a period of two to four years, or compulsory labor for up to 480 hours. The law establishes that a citizen who has committed such a crime for the first time is released from criminal liability if he compensates for the damage caused and transfers to the federal budget monetary compensation in the amount of two times the amount of the damage caused. The preliminary investigation of such criminal cases will be carried out in the form of an inquiry by the investigators of the internal affairs bodies. District courts will have jurisdiction over these crimes.
